This research uses a qualitative method with a literature study approach. Based on the analysis of literature, it was found that teachers play a significant role in curriculum development as designers, implementers, evaluators, and agents of change. Teachers design the curriculum by adjusting the materials and teaching methods to meet the needs of students, implement the curriculum in learning activities, evaluate the effectiveness of the curriculum, and promote innovation and the integration of technology in education. However, teachers face various obstacles in curriculum development, which can be categorized into internal and external barriers. Internal barriers include a lack of knowledge and skills as well as resistance to change. External barriers encompass limited resources, strict educational policies, and insufficient administrative support. To overcome these obstacles, a collective effort is needed from all stakeholders, including the government, school leadership, and the education community, to provide adequate training, enhance administrative support, and create more flexible and supportive educational policies.
